Position: Chief Operating and Human Resources Officer (COHR)
Location: Laredo, Texas
Hours: Full-time, weekends and outside standard business hours may be required
FLSA Status: Exempt
Salary: $60,000 or commensurate with experience
Benefits: 2% employer contribution into Simple IRA, employee health plan reimbursement, cell phone and wellness stipend, paid holidays, 10 days earned sick leave per calendar year, 10 days paid vacation per calendar year, escalating with years of service.

ABOUT RGISC

Founded in 1994, RGISC is an environmental research and advocacy group dedicated to protecting and preserving our only source of drinking water, the Rio Grande, and our regional environment. We focus on water security, river restoration, air quality, habitat protection, community engagement, and climate change. Our efforts to restore nature and natural systems, and to conserve this vital river ecosystem and the biodiversity that it sustains will directly impact its survival and our community’s well-being for years to come.

POSITION OVERVIEW

The COHR will provide strategic leadership in operations and HR, supporting RGISC’s mission and growth. This role is crucial in maintaining organizational efficiency and day-to-day workflow, fostering a positive culture, and ensuring compliance with employment regulations. The COHR will focus on: Operational Excellence, Resource Management, Internal Processes, and Supporting the Executive Director.

KEY RESPONSIBILITIES

Operations Management (50%)

  • Oversee day-to-day operations, aligning with strategic goals
  • Implement and optimize internal processes and systems
  • Manage resource allocation (facilities, financial, human, technological)
  • Support the Executive Director in high-level decision-making

Human Resources (30%)

  • Develop and maintain HR policies and procedures
  • Lead recruitment, onboarding, and staff development initiatives
  • Manage employee relations, benefits, and performance evaluations
  • Ensure compliance with employment laws and regulations

Strategic Planning (20%)

  • Collaborate with the executive team on organizational strategy
  • Develop and track key performance indicators (KPIs)
  • Contribute to fundraising efforts and grant proposal budgets
  • Represent RGISC at local events and meetings
  • Perform other job duties as assigned by the Executive Director

QUALIFICATIONS

  • Bachelor’s degree in business administration, nonprofit management, or related field; or four years of equivalent professional experience in business administration, nonprofit management, or a related field.
  • 3+ years of experience in management or HR, nonprofit management preferred
  • Fluency in Microsoft Office Suite and proficiency in project management tools
  • Bilingual in English and Spanish
  • Strong leadership, communication, critical thinking, and problem-solving skills

  • Improve operational efficiency by 15% within the first year
  • Achieve 90% employee satisfaction rate
  • Implement at least two new HR initiatives annually
  • Contribute to 3% annual growth in organizational funding

ORGANIZATIONAL STRUCTURE

The COHR reports directly to the Executive Director and oversees the operations and HR teams.
