Roque Haynes, Project Manager at the Zacate Creek Green District Coalition, holds a Bachelor’s in International Relations from St. Mary’s University. He began his nonprofit work in 2010 with Laredo Main Street, where he has served as Secretary, Vice President, and President (2013-present). His contributions include organizing the Jamboozie Festival (2011-2024), creating a Downtown Vacant Building Inventory, and leading the Four Block Project to revitalize downtown Laredo.

Roque also led the Central Laredo Municipal Management District (2015-2020), advocating for state legislation to support downtown revitalization. Since 2022, he has volunteered with the Rio Grande International Study Center, engaging in environmental and advocacy efforts along the U.S.-Mexico border.

In 2023, Roque became Treasurer of the Zacate Creek Green District Coalition, supporting El Azteca neighborhood improvements. He secured $1.5 million in funding for restoration projects, developed the coalition's steering committee, and organized community initiatives. In May 2024, Roque advanced to Project Manager, where he coordinates events, mentors residents, and implements the steering committee’s goals.
