The Rio Grande International Study Center (RGISC) issues this Request for Qualifications (RFQ) to solicit qualifications from architectural and engineering design professionals interested in providing environmental design and associated construction administration services on an urban riparian restoration project (“Project”) that will involve the management of invasive species that have proliferated along the Rio Grande and, at the same time, reforest ecologically sensitive areas with native species, and establish a large-scale Monarch butterfly sanctuary. The project area, approximately 40 acres in size, is located at Las Palmas Nature Trail, which hugs the banks of the Rio Grande River in downtown Laredo, Texas.

To successfully submit an RFQ, applicants must complete all required fields in the following online form. All required information and documents must be compiled into a single PDF file for upload. Use the naming convention “RFQ_Proposal_FirmName_25-001” for your submission. Proposals must be uploaded and received by RGISC no later than 5:00PM (CST) on April 21st, 2025. Incomplete or late proposals will not be considered.

Please note that file attachments should not exceed 512 MB to ensure successful submission of your RFQ proposal. Applicants are required to upload all documents in PDF format to ensure optimal compatibility and readability during the proposal review process.

    Questions

    1. Will RGISC or Laredo ISD facilitate access and/or cover any costs for required soil testing and geotechnical analysis at the 8 campuses?

    RGISC will support the selected consultant by facilitating connections with the necessary LISD campus staff and administrative personnel if access is required for studies such as soil testing and geotechnical analysis. Obtaining any necessary permits will be the responsibility of the consultant.

    Basic soil studies are included in the project scope. Budget details will be discussed with the selected consultant through this RFQ process.

    2. Are consultants expected to help develop educational or citizen science curriculum content, or only to design physical infrastructure that supports such activities?

    No, consultants are not expected to develop educational or citizen science curriculum content. Their primary responsibility is to design physical infrastructure that supports these activities. However, insightful suggestions are always welcome.

    3. Can RGISC provide an estimated construction and/or design services budget per school or in total for the Adelante con Arboles project?

    The allocated budget for the Adelante con Arboles project is a lump sum amount. Specific budgetary details will be discussed further with the consultant selected through this RFQ process.

    4. Our office has branches in McAllen and San Antonio, but our subconsultant has an office in Laredo. Will this be an issue?

    No, this should not be an issue. However, if the subconsultant will serve as the point of contact in Laredo, it is important to provide all required details as outlined in the RFQ—including information for both the main/branch offices and the subconsultant’s Laredo office. This includes the legal name, entity type, office addresses, phone numbers, names of firm principals, designated contact persons, and any other specified information.

    5. What is the expected start date for construction?

    The anticipated start date for professional services is as soon as possible after the completion of the selection and hiring process. The specific timeline, aligned with the scope of work and established objective, will be discussed in detail with the selected consultants.

    6. When is this project expected to go to bid for contractors?

    As outlined in the RFQ under the scope of work, the selected consultant and their team will manage all phases of the landscape design project—from preliminary design through to completion. However, the detailed timeline will be discussed based on the project's established objectives, the consultant's scope of work, and its progress and requirements with the selected consultants.
